Another step towards the NEEP Since recently energy efficiency and energy saving became especially important for Uzbekistan to ensure its sustainable economic and human development in the long term. Integration of the existing best practices and achievements in this area into a National Energy Efficient Programme (NEEP) is a priority task for UNDP Uzbekistan, implemented via synergy of efforts of two projects: UNDP/Government of Uzbekistan project “Supporting Uzbekistan in Transition to a Low Emission Development Path” (LED) and UNDP/GEF project “Promoting Energy Efficiency in Public Buildings in Uzbekistan” (EEPB) under the direct supervision of the Environment and Energy Unit. The first step of these endeavors was the round table conducted on 4-5 July 2013, which involved high level officials of the stakeholder ministries and agencies and highlighted the most important achievements in promoting advanced energy efficiency building codes and demonstrating construction of energy efficient buildings in Uzbekistan. Another substantial step towards the NEEP development was marked by selecting and contracting an international company for preparation of analytical report “Energy Efficiency in Buildings: Potential and Socio-Economic Benefits for the Republic of Uzbekistan”. The bidding process invited to the competition many international institutions, such as Building Performance Institute Europe (Belgium), Institute for Market Transformation (USA), Center for Energy Efficiency (Russian Federation), United Nations Economic Commission for Europe, Ramboll company (Denmark), Climate Policy Initiative (Germany) and others. As of today the contract has been awarded to the Center for Energy Efficiency (CENEF), and this is mostly thanks to UNDP Procurement Unit, its Head Sanjar Rahimov and Procurement Assistant Murod Ruziev whose efforts and permanent attention helped to optimize the process of contracting. The Center for Energy Efficiency (CENEF) is a leading Russian organization with 20-year experience in development of regional and municipal policy and programmes on improving energy efficiency, identification of energy saving potentials and elaboration of normative documents on improving energy efficiency in buildings. In its offer the Center proposed: - a detailed structure of the report on potential and socio-economic benefits of increasing energy efficiency in building; - sources of the input data (statistic yearbooks issued in Uzbekistan and contribution of local experts); - a dynamic model for calculation of baseline and suggested scenarios of building sector development up to 2050 development; - a detailed methodology for developing the resultant report. In addition, the personnel of the Center is highly qualified and experienced in development of statistical models and scenarios and elaboration of complex programmes of municipal infrastructure development. The work schedule of the assignment envisages 2 missions to Tashkent; this includes conducting an inception workshop to discuss the proposed methodology with the key stakeholders, LED and EEPB projects and UNDP Country Office and get their feedback; and the final workshop to present the draft report to the stakeholders for comments. Between the missions the contractor will - analyze energy use in residential and public buildings in Uzbekistan, assess energy saving potential, required measures, technologies and their cost-effectiveness, - identify other benefits including individual (health, wellbeing, comfort for tenants, reduction of poverty), national (reduced energy-related public expenditures and subsidies, macroeconomic effect) and global (reduced GHG emissions), - identify barriers to energy efficiency in buildings (related to policies, institutions, capacity, financing), and - develop recommended list of investment programs. The work will be finalized by submission of the analytical report “Energy Efficiency in Buildings: Potential and Socio-Economic Benefits for the Republic of Uzbekistan”, a backbone document for development of the National Energy Efficient Programme.
