Any measures that can be taken to restore the salmon should be, as long as the Americans pay the bill. It was them who obliterated the salmon run in the first place with the building of the Grand Coulee Dam, well inside the US border, where Canada played no role. Also, it should be kept in mind that if some in the US think they are paying too much, then BC can accommodate that, by holding back the water in our storage reservoirs and reducing the flow downstream.
