Apart from many pleasing micro steps, 3 features of the Railway budget are startling and in the long run revolutionary: 1. The proposal to harvest various PSUs attached with the Railways. Not many know this but the Indian Railways has one of the largest telecom infrastructures in collaboration with Power Grid Corporation. Developing land along the freight corridors being created across West to East and North South will also nett large resources that will aid modernization, route and capacity expansion 2. Invitation to attract FDI to aid absorption of technology and expertise in building the High Speed Railway Quadrilateral when viewed in tandem with the third feature 3. The renewed focus on Railways as not just mass transit but the prime system for freight movement. The step that needs to be logically taken is corporatisation of Indian Railways after carving it out into 5-6 corporations along the lines of the existing zones. Look forward to it over the next 2-3 years. The first steps, such as the advent of PPP are now in place.
