Are these questions to be answered by the EC or are they to be answered by Parliament? The framers of our Constitution decided that these questions must be answered by Parliament. Does the EC respect the Constitution? Will the EC recommend an increase in the number of seats, as it did in 2003, the last time delineation was done? In my opinion, the EC has neither authority nor competence to evaluate the effectiveness of MP’s. I think only MP’s have the competence. The Sarawak state assembly has recently passed legislation that there should be eleven more seats in the Sarawak State Assembly. Though I think the assembly erred, I concede that they have the authority to decide. What has Parliament decided?
