Article I, Section 7, Clause I of the Constitution, which specifically states that, “All Bills for raising Revenue shall originate in the House of Representatives.” The House of Representatives in the past has used what is termed ‘Legistration by Appropriation’, which means the House has to authorize monies to be spent on said Bills. The House was well within its Constitutional powers to defund the ACA. Both parties have used this method in the past to suppress current ‘law of the land’ they did not agree with. In other words, if the House doesn’t not approve the funds, that bill has no money to operate under. Also, as the ACA has only been a law for 4 years, it can still be repealed or unfunded by the House (which they have done), it is the Senate that has not passed a budget since 2009 and has lead us from one funding crisis to another. This ‘Government by Crisis’ that has upped the brinksmanship of both parties is becoming the single most damaging series of events to our once great nation. Senator Harry Reid has blocked more bills that have come to his desk than any other leader of the Senate in the history of our Government. – The fact of the matter is, this shutdown is solely at the leadership of the Senate. 3 times the House passed bill to fund the Government and avoid all of this, and Senator Harry Reid would not even allow a reading, they were Dead On Arrival. Of course when you only get your news from MSNBC I would not expect you to know any of this.
