As far as I can see from the seerah, those who insult God or his Messenger publicly in society invoke the capital punishment according to most jurists or a punishment according to a small minority. Ive never come across any that state it can be ignored or personally forgiven. Even amongst the shia this seems to be the case with Khomeinis fatwa. The reasoning is that only the prophet or god can personally forgive - and that is a matter for the day of judgement. After the death of the prophet(saw) even the companions held this view. In terms of Islamic law we are expected to punish hence the demonstrations erupting across the Muslim world which are not limited to just one region or set of people. It also applies through history across our lands. The only question I can see is what needs to be done when it is done outside the Muslim lands - historically the state would intervene and write to the leaders of other societies, the Ottoman Caliphs well known as the most recent to have got into such discussions with Europe over such incidents. The problem sees to be once again the absence of an Islamic polity to address such issues...
