As part of the negotiations with the Government of Canada on CETA, the European Union requested that minimum processing requirements (MPRs) on fish from NL be eliminated. The Federal Government approached the Government of Newfoundland Labrador and asked the province to consider changing the long-standing public policy on MPRs. The Provincial Government, after extensive negotiations, agreed to relinquish MPRs in exchange for a $400 million fund, with $280 million coming from the Government of Canada and the remaining $120 million coming from the Government of Newfoundland and Labrador. Now, the Government of Canada is imposing new conditions that will make it impossible to access any of the funding.
