As per the NFHS-3, forty two percent of Indian rural households did not own agriculture land as of 2005-06. A significant proportion of the landless households are from the Dalit community. While Adivasis are known to have better access to land than the Dalits, they often do not have land title deeds. Further, a concern is that the proportion of rural landless households is increasing with agriculture land being converted for industrial purposes, tourism, real estate development etc. A study carried in 2012 by UN Women in Bihar and Andhra Pradesh estimates that only 10% of rural women interviewed owned land in their name. Further, though women may own land, they may not control it. Land own by women is often managed by male relatives and even mortgaged by men. Yet legislation and policies affirming women’s rights to land have been passed and framed in India.
