As police we are taught in the academy and by our FTOs to use the excuse I pulled you over because your tail light is not functioning properly (or out). This give the officer Probable Cause to stop the vehicle and ask the driver questions, and secure their Identity without violating Delaware v Prouse. The reason police are taught to use this reason is because 1) you cant get out of your car to verify and 2) that because its an electrical issue, the light could always Magically come back on if you do have an opportunity to check after the stop. However the truth is 90% of the time this reason for the stop is used, NO MALFUNCTION had taken place. Its your word against theirs and good luck proving the light was not out. That is, unless some smart ass is filming your stop as you boldface LIE to the driver. INTEGRITY is one of the first elements of Leadership and professionalism that is reinforced in the Military because its SOOOO Important if you are going to have the authority to use the publics power and spend their money (taxes).
