As some of you must have seen, Ministry of WCD, Govt. of India issued two page publicity material in the newspaper today on the status of implementation of different laws and schemes. Regarding status of ICPS in the country the release says: "Integrated Child Protection Services (ICPS) established the Central Project Support Unit, which through state protection units in 28 states/UTs, 33 State Child Protection Societies, 26 State/ UTs Adoption Resource Authorities, 589 District Child Protection Units in 30 States/UTs, oversees the interests of children with respect to conditions and circumstances and takes such interventions as are necessary for their optimum growth and development. Up to 31 March 2013, among other achievements, 1195 Homes of various descriptions have been provided financial assistance; Child Welfare Committees and Juvenile Justice Boards have been made functional in 240 and 211 districts respectively, 172 open shelters have been provided financial assistance; 232 Specialized Adoption Agencies (SAAs) have been provided support; the Childline service, an emergency outreach modality using telephone line (1098) for immediate rescue of children in critical conditions, has been made functional in 274 cities and District Child Protection Units (DCPUs) have been set up in 589 districts in 30 States/ UTs". The claim that 589 DCPUs have been established in 30 districts may be correct for only compiling statistical report. The Govt. is also not claiming that they have become functional. In most of the districts, the physical infrastructure has been provided or being provided and staff recruitment going on. The appointment of social workers who will be working with special juvenile police unit is also pending in most of the places. In Delhi for example, two DCPUs have been set up covering four districts out of 11 Police districts. Even now in more than half of the total districts in the country CWCs and JJBs are not functional. Other difficulty faced by DCPUs is about their role and responsibilities. Even, if the DCPUs have prepared their plan of Action, it is not district specific rather too general and mapping of resources and identification of children in difficult circumstances especially children with special needs is not being done. There is no district wise classified data available on such children anywhere in the country which is supposed to be first requirement for intervention by DCPUs. The other issue which was identified on the basis of RTI intervention in Delhi is about lack of clarity on the Role of Social Workers placed with SJPUs and their supervision. We request all who have information about implementation of ICPS in their respective States to share and send us documentary evidence if any, available.
