As with the first EIS, fiscal year concerns continue to be the biggest driving force for DOD, overshadowing the impacts to our environment, culture, schools, hospitals, traffic, etc. As far as the timing issue, the original roadmap was agreed upon roughly 8 years ago. Congress has already delinked any tangible progress on the closing of Futenma with any Marine Corps movement to Guam. Its interesting to argue that we have to rush this process now, given that context. Mr. Ludovici: “If I have to change from my current preferred alternative, to select some other options, I’m a year extending my overall process. I cannot afford a year extension, based on the ‘domino effect’ on our agreement with Japan, consolidating Marine Corps bases in Okinawa. So, the agreement right now, is in our ’15 budget—we’ve got to resolve this, as part of our fiscal year ’15 budget.
