Assistant Field Officer Engineering - UNHCR - Islamabad The incumbent is responsible for provision of technical support and advice on activities within the areas of Refugee and host Community Infrastructures, Shelters and related sectors in emergency, recovery and development phases and related technical sectors as an integral part of UNHCR programmes including RAHA. Main Duties and Responsibilities A. Strategy and Policy: · Supports the implementation of UNHCR’s Strategic Plan and assists in adapting and implementing the internationally accepted standards, policies, and guidelines for Infra structure, shelter and WASH accordingly to the unique situation of UNHCR’s persons of concern and the country context. · Represents UNHCR in relevant meetings and conferences when requested. B. Technical Assistance: · For UNHCR programmes including RAHA review all surveys, field investigations, designs, drawings and specifications, recommending required changes needed to provide more cost-effective solutions. · Consolidate and provide technical guidance and support to partners on all Infra structure, shelter and related sector issues within the AOR in order to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation. · Assist in reviewing performance, monitor development and evaluate approaches adopted by partners in Infra structure, shelter and WASH and related sectors (e.g. natural resources management, environment assessment) and formulate appropriate designs and corrective measures as deemed necessary. · Put measures in place to ensure that regular and accurate reports regarding the analysis of the challenges encountered in providing Infra structure, shelter and related services for beneficiaries are prepared and circulated in a timely manner. C. Capacity Building: · Facilitate capacity strengthening activities of FUI / FOK and its implementing operational partners to address key areas of Infra structure, shelter and related services, importance to refugees and other persons of concern to UNHCR. D. Provide other duties as required. QUALIFICATIONS AND PROFESSIONAL EXPERIENCE Academic: Advanced university degree in engineering and/or postgraduate degree in one of the civil engineering disciplines. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. Experience: · 5-6 years of progressively responsible functions in civil / water/ sanitation engineering or a related field. · Experience and professional training in site planning and shelter construction.
