At the risk of ruining my reputation, may I suggest a pragmatic approach to resolution of the historical site problems. The ever fiscally sound thinking of those people who now make decisions for the town can be employed to end the problem. A yearly budget for 2014-2015 would have to be based on an energy allocation that was based on past weather and fuel, electricity costs. Accepting that the winter weather will again be cold and long, that amount of money would be the same or an increase over the previous budget. These bean counters can not forsee the cost of energy or fuel in the current position of over supply. I propose a resolution be presented to the Town that any funds over and above the actual costs be placed in a fund to be administrated by some type of seperate trustees of the propertiess / problems that arise from maintaining these properties or alterations for more public access. The system or application will have to be fine tuned to be with in the law. The first order of business as I see it is controll the gold then settle minor differences. I can not see how the powers that be (towns folk) can be denied a request that cost the town nothing prior to the acceptance. If it is allowed to wait until they have the gold it is an uphill battle. They will find a more politically astute use.
