August 13, 1999 - STATEMENT of the ASSOCIATION OF AMERICAN PHYSICIANS AND SURGEONS on VACCINES: PUBLIC SAFETY AND PERSONAL CHOICE before the COMMITTEE ON GOVERNMENT REFORM AND OVERSIGHT U.S. HOUSE OF REPRESENTATIVES It is the right of every patient to refuse a medical intervention, even if recommended by the attending physician, and it is the duty of the physician to advise according to his or her own best judgment. Informed consent is a prerequisite for ethical medical treatment (or for research), as is internationally recognized in the Nuremberg Code. There is also increasing concern about the safety and efficacy of the vaccines so mandated.
