August 21, 2013 Circular to all comrades, PROCEEDINGS OF THE MEETING OF THE GENERAL BODY OF ALL INDIA CIPET OFFICERS’ ASSOCIATION (AICOA) HELD AT HYDERABAD. MEMBERS OF THE EXTRAORDINARY GENERAL BODY MEETING WERE GIVEN SPECIAL ADDRESS BY THE BELOVED DIRECTOR GENERAL. The extraordinary General Body Meeting of the AICOA was held at CIPET Campus at Hyderabad on 4.8.2013, participated by the prominent office-bearers of CIPET Officers’ Association, apart from the Convenor of United Forum of CIPET Unions (UFCU), Com. C.R. Nelson. This meeting had the benefit of the choicest advice given by the Guest of Honour, Com. K.P. Govindan. SPECIAL ADDRESS GIVEN BY PROF. (DR.) S.K. NAYAK: The learned Prof. (Dr.) S.K. Nayak addressed the gathering after the presentation of the General Secretary Report by Com. Kiran Kumar and by others. While conveying his message of greetings and happiness to one and all in the CIPET, he conveyed his concern that there are still some forces in CIPET and also outside the CIPET who have been causing lot of disturbances in the minds of employees and also others by writing anonymous letters to the Government and others, accusing the extremely good activities of CIPET Administration as if the top Management is performing with motives of self-improvement and casting aspersions on other Executives in CIPET, as if everyone is behind monetary advancements. He came out with a declaration that his deeds as Director General are very much apparent and also transparent. He called upon even those inimical forces to give a go by to their negative activities and to work, whether outside or inside CIPET to be part of the responsibles in CIPET to take it to further greater heights. The entire representatives from different States, who had the opportunity to understand the pain that was caused to the Director General by some miscreants and the participants gave a resounding ovation when he completed his historic and purposeful speech. The President of AICOA, Com. P. Balakrishnan, who had reached Hyderabad for this meeting narrated about the incessant advancements and the exceptional speed with which the Director General has been implementing all his dream projects to be a reality. Never before in the history of CIPET, after its birth about 5 decades ago, we could see such a phenomenal growth as is today in CIPET. Whatever might be the areas on which it had concentrated, there have been excellent advancements and prospective growth is very much evident. The greatest opportunities given by CIPET for the different categories of work-force to go abroad for further equipping themselves, apart from inland training and in-house training were very much cited. The growth aspects of CIPET and its capability to redeem CIPET from the loss making organization positions during the years upto 2006 into a viable and most dynamic organization registering profits after profits and moving ahead with dynamism and speed to reach for a growth of Rs.1,000 crore was explained. The President of AICOA very much informed the gathering that the Director General is a living legend and he attributed the choicest praise for his invaluable service and said that everlastingly he would be the greatest personality for all the advancements, progress, further prospects etc. and he deserves to get the title Prof. (Dr.) S.K. Nayak, the Great. The members in the hall upheld and applauded when the title was announced as Prof. (Dr.) S.K.Nayak, the Great. The General Secretary of the AICOA while presenting the report covered all important aspects relating to the extremely painful havoc which resulted in thousands to get washed away in the recent Uttarakhand floods. On international scene, he referred about the emerging economies of the 3rd World countries. While referring about the Indian economy, he lamented about the steep increase in the prices of all essential commodities and consequent erosion in the real value of money and he reminded that there are multi-millions who are lacking in basic facilities like potable water and other essentials for a healthy living. Com. Kiran Kumar, the ablest leader for the officer touched about the problems persisting in the agricultural front and the stagnant conditions of industrial production and further suggested that there shall be proper technology advancements for achieving the optimal results and he said that the Government hall allocate in its Budget a minimum of Rs.50,000 crore per annum for providing infrastructure facilities for promotion of agriculture and for improvements in industrial production. He also referred to the efforts in maximizing the advantages of CIPET and to make plastics more commonly used with the least adverse effects and he complimented the CIPET Administration for showing environmental concern and CIPET’s role in this behalf. He particularly mentioned about the advancements in R & D Wings at Chennai, Bhubaneshwar, Balasore, Bengaluru and Guwahati. He paid rich compliments for the work-force in Ahmedabad, Hyderabad, Haldia, Amritsar, Guwahati, Bhubaneshwar Campus – II, Imphal, Panipat, Mysore, Chennai and Jaipur for their good performance all through. He cited various examples how the CIPET is functioning as a dynamical mover. The training aspects of CIPET were also very much explained by him. While referring about the issues relating to the work force and more particularly for officers, he said that the work force in CIPET is very much happy and he paid compliments that the sun set clause by the Government of India was given a death blow and he narrated the growth of CIPET as follows: In short, if we could glance through the income and expenditure chart, we will be able to find that the total income since inception till 2006, this organisation earned Rs.178.63 crore and the total expenditure since inception till 2006 was Rs.280.16 crore. The net loss till 2006 was Rs.101.53 crore. However, from 2007-2012, the total income was Rs.374.42 crore and the total expenditure was Rs.280.56 crore and thus earning a net profit of Rs.93.86 crore. We are sure that we have never dreamt such a galloping development in our Academic, Technology support and Research activities for which CIPET has been founded by the Government of India about 5 decades ago. He expressed his thanks to the Management and also the officials of Department of Chemicals and Petrochemicals, Government of India, apart from the Honourable Minister, Shri. Srikant Kumar Jenaji, Minister of State for Chemicals and Fertilisers. While referring about the AICOA, he said that the officers of CIPET have been functioning with lot of dedication and he complimented Com. C.R. Nelson, the Convenor of UFCU also, describing him as an invaluable leader, taking up all the people with him under the banner of UFCU. OUR DEMANDS: While referring about our demands he wanted that the officers’ community should go for a proper discussion for making our submissions on promotion policy and transfer policy and on the prospects relating to promotions by way of second channel. He has agreed with the Management that there is a document finalized by the Director General on all matters covering the staff of CIPET, Including on Disciplinary procedures and initiation of proceedings. However, it is for the officers to utilize this opportunity to present any of our demands and thereby concretizing the matters for further elevation and for improvement in service conditions. With regard to pension, he said that the UFCU has already issued necessary circulars, assuring for pension, even for those who retired prior to 1.4.2009 and for an uninterrupted benefits for all the existing staff as per the Civil Pension Scheme of the Central Government. While describing about the capabilities of CIPET, he further said that as an organization the AICOA shall enthuse its members to have a firm understanding on the efficiency of AICOA and unless and otherwise the officers remain united, consolidated and functioning as a well-knit organization, it would not be possible for the work force in CIPET to have the benefits without any interruption and also to secure newer benefits. He wanted that in all the Centres, Officers’ Association shall be formed, wherever it has not been formed. THE TWIN BANNERS: He wanted that the Employees Union and AICOA should jointly work for promoting the interest of CIPET and also its workforce under the twin banners of the officers and employees and work together with All India CIPET SC/ST Employees Welfare Association, which remains as a cementing force in this task of united functioning under the twin banners. He thanked the members of the Officers’ Association, who were present and further he expressed his thanks to the President of AICOA. He also paid lot of compliments to Prof. (Dr.) S.K. Nayak, Com. C.R. Nelson and Com. K.P. Govindan and his team of office-bearers. He also thanked Com. Vijayakumar, General Secretary of the Hyderabad Unit of UFCU, Com. Venkatraman, General Secretary of Chennai Unit of UFCU and others. After the presentation of this document by Com. Kirankumar, the following were the speakers, who spoke on the General Secretary Report: 1. Com. Easwaran as the General Secretary of All India SC/ST Employees’ Welfare Association. 2. Com. Suresh, President of Chennai Unit of UFCU. 3. Com. Ravikant of Bhubaneshwar Unit, 4. Com. A.G.S. Neelagandan, former General Secretary of UFCU, Chennai Unit. 5. Com. M. Ramesh Babu, Hyderabad Unit of UFCU. 6. Com. Chittibabu and Com. Shrikumar, who belong to Hyderabad Unit spoke eloquently on the General Secretary Report. Mention must be made herein of the fact that all the speakers gave very good points for improving the apparatus of AICOA and Com. Eswaran paid lot of compliments to the Director General and pointed out that our Director General has accomplished the task in 5 years which normally would take, for anyone to accomplish such tasks in a period of 20 years. Resolutions: The following were the resolutions that were adopted at the meeting: 1. Thanking and congratulating Prof. (Dr.) S.K. Nayak for all his visionary activities with greatest mission and far-sightedness. 2. Pension shall be extended even for those who retired prior to 1.4.2009 and the Management should be immediately approached in this behalf and the pension committee that has been formed under the Chairmanship of Com. P. Balakrishnan shall be requested to expedite their recommendations. 3. In all the CIPET Centres, Officers Association will have to be formed, wherever it is not in existence. 4. There must be a resolve for united functioning of Employees Unions and Officers Associations and in the cementing of such relationship, the All India SC/ST Employees Welfare Association should also play its positive role. 5. All the Officers community in CIPET must extend their utmost cooperation to the efforts of Prof. (Dr.) S.K. Nayak and they must make CIPET as an impregnable organization with much more capabilities for being envisioned as an organization of competence, merit, ability and dedicated to bring lot of prosperity for the common masses through the rendering of services in plastics engineering, research and development for which it was commissioned by the Government of India many decades ago. It was unanimously decided that Com. K.P. Govindan will be invited as Guest of Honour for all the meetings of AICOA. It was also decided that Com. A.G.S. Neelagantan will take up the responsibility as the Organising Secretary to organize officers association in all the States and to bring about much more unity at all levels. Com. Mohan Kumar, the erstwhile General Secretary of UFCU Unit at Chennai has proposed the Vote of Thanks and he paid lot of tributes for the invaluable work being done by Prof. (Dr.) S.K.
