Oplan Blue Hawk aimed to lessen the occurrence of crime incident involving motorcycles as mode of transportation of criminals. “Specific problems require specific solutions” was the guiding principle in the formulation of Oplan Blue Hawk which focuses anti-criminality action plan against Motorcycle Riding Criminals (MRCs) which showcases the deployment of well-trained and more equipped PNP Motorcycle Cops tasked specifically to go head to head against Motorcycle Riding Criminals who will be positioned in all roads of commerce in order to protect its community. The deployment of 32 riders may not totally stop the occurrence of crime incidents involving motorcycle riding criminals but Quezon PNP is very optimistic that it will definitely serve as a deterrent to criminal activities. Police officers roaming the street will limit the criminals’ mobility and timing and will deprive criminals the opportunity to consummate their plan. To cover a larger area and attest its affectivity, Riders will move and operate in buddy-buddy system to go against a tandem, with man power advantage, training and enough logistics, steered by dedication and commitment in their sworn duties, no doubt that this endeavor will spell a difference. Oplan Blue Hawk police officers had undergone rigid training in combat motorcycle techniques and safety. Likewise, motorcycles were tested in its technical and operational readiness to ensure the safety for the riders. “Our mission is to prevent the commission of crimes by motorcycle-riding criminals and arrest the suspects, including its members/network and support system, as evidence warrants. In order to achieve desired maximum effect of deterrence to criminal activities and safety of general public, Quezon PPO is positive that Oplan Blue Hawk will suppress crime incidents. To our Blue Hawk Motorcycle Cops, ride safely and protect yourselves at all times, wear personal protective gears but these shall not obstruct your PNP uniforms. Protect the general public and respect the rights of our community, be proficient in our job, remain authoritative but courteous and humble at all times. I am extremely proud of each one of you, the professional and dedicated members of our motorcycle cops. We are all one in attaining and accomplishing our mandate to protect life and property and maintain a safe and peaceful environment”, PD Ylagan had emphasized on his message during the launching of Oplan Blue Hawk. ###
