Available on this link bbbakampa.blogspot/2014/01/draft-petition-concerning-under.html, is a draft copy of a petition by the Friends of Uganda, geared towards reducing high failure rates of the Bar Course that is currently taught at Law Development Centre, Kampala, to be presented to the Speaker of Parliament, in March this year. Right now the petition is open for public discussion and signing. Please, take some of your precious time to read through it carefully after which we will be glad to hear your views on any matter of interest to you. Briefly, below is our case as it stands now: We are calling for a judicial commission of inquiry, with powers of the High Court, to investigate the underlying causes of the unacceptably high failure rates. They are largely indicative of under-performance by LDC. The causes of this acute failure are scientifically studied and analyzed in this petition and they include, the poor structure and design of the Bar course and malicious lecturers, among others. Many people’s dreams have been shattered by these issues. The consistently high failure rates at LDC are clear evidence of this institution’s under-performance. It is an institution that presides over academic violence, having been largely hijacked by savage and remorseless wrong doers, who have perfected the art and science of plunder and predation. As a way forward, we propose breaking the LDC monopoly over the Bar course, by devolving its duties to universities that are operating law schools or faculties, teaching law. The abuse and potential of it, such as that found at LDC, is almost non-existent at universities. They have generally proved that they can be trusted with promoting real respect and value for students. We shall be glad to have your support in this endeavour. You may all know or at least have heard of the problems faced by students at LDC, some of whom may be your relatives or friends – it could even be you. If you are not yet affected, tomorrow may be your turn, either through you personally, your child, sibling or friend. What is for sure is that every moment that LDC’s game goes on unchallenged, someone loses or will lose. We should do everything within our power to stop this un-called for plight.
