BAD SMELL Pleased to advise that two different petitions have already been made, one to CDA and another to Pakistan Environmental Protection Agency a couple of days ago. TEXT OF PETITION MADE TO PAKISTAN ENVIRONMENTAL PROTECTION AGENCY Bahria Town Residents’ Welfare Association House # 692-A, Road-D, Phase-3, Bahria Town Islamabad E mail: btrwa1@gmail 24 September 2014 The Director General, Pakistan Environmental Protection Agency (Pak-EPA) Islamabad Sir Petition u/s 6 (2) (a) of Pakistan Environmental Protection Act 1997 Requesting Enforcement of ‘National Environmental Quality Standards’ In Kahuta Industrial Estate Islamabad 1. Bahria Town Residents’ Welfare Association (BTRWA) is a body registered with ICT Administration Islamabad, under the ‘Voluntary Social Welfare Agencies Act 1961 (XLVI of 1961); holding License No VSWA/ICT/589 dated 30th April 2011 (copy attached). It is established for the purposes of safeguarding the civic rights and promoting the welfare of Bahria Town residents; as well as coordinating with Bahria Town (Pvt) Ltd in solving the civic problems of residents. On behalf of BTRWA, I have the honor to submit this petition as under, for your kind consideration. 2. Bahria Town Rawalpindi / Islamabad (Phases 1-6) is a fully developed housing society, located in Rawalpindi & Islamabad Capital Territory. It is surrounded by Soan Gardens in East, River Soan in North and River Korang in South. The entire Phase-4 is spread along southern bank of River Soan, with Kahuta Industrial Estate running all along the northern bank of River Soan. There are many Pharmaceutical and Animal / Poultry Feed manufacturing industrial units in Kahuta Industrial Estate that are emitting / discharging harmful industrial effluents, wastes and hazardous substances in the atmosphere. On one hand these wastes are causing unbearable air pollution and bad odor making life of BT residents miserable; on the other hand these are posing adverse environmental effect and becoming hazardous to human health and safety of Bahria Town residents. The problem becomes accentuated when the northerly breeze blows at night. With passage of time this vast pollution is becoming a serious threat even to biodiversity and property of Bahria Town. 3. Our survey has revealed that there are two main sources of this environmental pollution. There are two large size garbage dumps located on the northern bank of Soan river; first is at the end of RC Chowk street and second is at the end of Yamaha Chowk street. Then there are couple of animal / poultry feed manufacturing units which are emitting nuisance odor in the air and creating adverse health / environmental problems for BT community. These industrial units manufacture inorganic feed phosphate from chemical action of calcium phosphate and sulfuric acid; thus producing / emitting hazardous odor. These units are Khushhal Feeds located on main Kahuta road and Capital Feed Mills located on plots # 95-95A. 4. Needless to mention that above mentioned industrial units are not complying with the National Environmental Quality Standards. It is, therefore, requested that the issue may please be investigated and necessary action may be initiated against the defaulter units in order to enforce the National Environmental Quality Standards; and hence alleviate the problem of Bahria Town residents. As regards garbage dumps, we have already approached CDA to shift them to some other suitable site.
