BREAKING:TERMS OF GOVERNMENT EXTENDED: DICT---- ++++++++++++++++++++++++++++++++++++++ THE PRESIDENTIAL, PARLIAMENTARY AND LOCAL COUNCIL EXTENSION BILL, 2014 PREAMBLE Uganda is currently undergoing a new democratic path to make it a better country from where it is now. This is based on the historical events that happened but most importantly with the 1986 regime that has helped Uganda a stable and a secure country. However, in 2005, Uganda underwent a multiparty system of governance. The political governance issues that are very much handled by parliament and the executive are still weak hence a need to avail times to harmonies all the existing loopholes In Uganda’s institutions as panacea to have free and fair elections. Clause1: Interpretation In this bill, unless the context otherwise requires a) Loopholes-means all existing gaps in the electoral laws of Uganda b) NERC-means all elected positions that are conducted by the electoral commission c) Time-means Feb 2016-feb 2021 Clause 2: purpose The bill shall extend all political leadership positions for the next five years effective 2016.the rationale is to avail time to harmonize all loopholes in order to cope with the current democratic and good governance structures. Clause 3: extention of time for all elected political leaders All political leadership positions shall be extended for a period of five years Clause 3: Time Frame The period of extension shall effect Feb 2016 to Feb 2021 Clause 4: national electoral restructuring committee a) There shall be a national electoral restructuring committee headed by a chairperson, vice chairperson, secretary, a representative of civil society organizations and other four members b) The members shall be appointed by the president and approved by the public which will be represented by parliament Clause 5: functions of national electoral restructuring committee a) To come up with electoral reforms that cope with the current E.A.C members countries b) To sensitize the public about the need for electoral reforms in Uganda and political extension c) To vet members who will compose the electoral commission and forward names to the president for appointment Clause 6: tenure for NERC The members shall serve for a period of five years Clause 7: remuneration for NERC The members shall be paid from the consolidated fund Clause 8: Public Awareness The government shall sensitive its citizens on the benefits of extension
