BROOKLYN CITY COUNCIL REGULAR SESSION MEETING Monday, September 16, 2013 At 6:00 P.M. 138 Jackson St, Brooklyn, IA The Brooklyn City Council met in regular session on Monday, September 16, 2013, in the Municipal Building at 138 Jackson Street with Mayor Solem opening the meeting at 6:00 P.M. with Councilmen Keller, Hopwood, Davis, Vercande, and Taylor. Others present: Fred Stiefel-City Attorney, Lavern Bartachek-Supt. of Public Works, Louise Van Ersvelde-Interim City Clerk, Sheri Sharer-City Clerk, Poweshiek County Sheriff Tom Kriegel and Greg Syslo-BASF. AGENDA Motion by Davis, 2nd by Vercande to approve the Regular Council meeting minutes of September 9, 2013. 3 Ayes, Abstained by Hopwood and Taylor, Motion carried. ITEMS FOR CONSIDERATION Motion by Nate, 2nd by Vercande to increase the continuing education rate for from $0.25 to $0.50 for Grade 1 and add Grade 2 as $0.75. All Ayes, Motion carried. Motion by Taylor 2nd by Vercande to have City “Trick or Treat” night on Thursday, October 31st from 5:30 to 7:30 P.M. All Ayes, Motion carried. No action taken by Council regarding Citizen Complaint-dog running at large as owner is unknown. Photos of dog were turned over to Poweshiek County Sheriff. FINANCE Motion by Davis, 2nd by Hopwood to approve the following claims. All Ayes, Motion carried. American Water Works, dues 204.00 Brooklyn Pub. St. of IA, W/H 396.00 Payroll Claims 6,868.10 Total 44,569.25 RESOLUTION 2013-40: RESOLUTION TO TRANSFER AMOUNT OF $3,143.45 FROM THE LOST FUND 106 INTO THE GENERAL FUND 001 FOR NEW BASKETBALL COURT AT LANDES PARK. Motion by Keller, 2nd by Vercande to approve this resolution. All Ayes, Motion carried. Motion by Hopwood, 2nd by Davis approving the Annual Financial Report for Fiscal Year Ending June 30, 2013. All Ayes, Motion carried. PUBLIC WORKS & GROUNDS Bart reported Brooklyn Municipal Utilities added another light to a pole in the Business Alley area; Flow recorder has been sent in; Sewer Plant pump repaired at no cost; and Manatt’s started the Sealcoat Project. Discussion was held on employees transferring hours earned to another employee for emergencies. PUBLIC SAFETY Council reviewed the Sheriff’s report for August BUILDING, PLANNING & ZONING Building & Digging Permits There were Building/Digging permits issued in September to the following: Nate Minnaert, 503 N. Orchard-emergency sewer repair; Poweshiek County, Hwy 6 Project-W. Second concrete overlay; Billy Smith, 315 W. Des Moines-retaining wall; St. Patrick Rectory, 215 Jackson-tree removal; Josh Slater, 604 Clay-privacy fence; BGM School, 1090 Jackson-sidewalk addition; Manatt’s, Old Hwy 6 / V18-Community Sign Project; Philip McGrew, 119 Brady-chain link fence; Tim Tometich, 307 North-patio; Poweshiek County, N. Orchard/Old 6-installing signs; Charles Carmen, 701 Winter-6x10 deck; Tisha Miller, 503 W. Des Moines-curb replacement and garage removal. LEGAL Fred stated he hadn’t heard from TravelCenters of America. OTHER BUSINESS Greg Syslo with BASF based at Malcom and with operations in Brooklyn introduced himself to the Council.
