BUDAPEST MEMORANDUM Regarding the situation in Ukraine . . . After some research, as with many subjects, the people that mentioned the Treaty of Budapest referred to a document signed nearly a hundred years old that relates to the protection of patent rights! What they meant was the 1994 Budapest Memorandum, which was written as an assurance for their government when Ukraine gave up their nuclear stockpiles. It was signed by Russia, the United States, and U.K. China and France later gave individual statements of assurance as well. All the major nuclear powers . . . to quote: The Budapest Memorandum was negotiated as a political agreement. It refers to assurances, not defined, but less than a military guarantee of intervention. According to Stephen MacFarlane, a professor of international relations It gives signatories justification if they take action, but it does not force anyone to act in Ukraine. Now this makes more sense, assurances “not defined” . . . . but that would give the signatories military justification.
