Back when Repubs were still rational. The concept, of course, is opportunity cost: the most fundamental principle in the Economics discipline. Just imagine how advanced our country could be today without a half century of military waste. BTW, NONE of this military hardware has made us any safer. It did not prevent 9/11 and has had little or no lasting impact anywhere in the Middle East (or Vietnam). People who own stock in defense related corporations, however, have become increasingly wealthy. Opportunity cost and the negative aspects of military spending were first expressed quite eloquently by the ancient Greek philosopher Xenophon in his classic work Oeconomicus nearly 2400 years ago.
