Bailiffs research Research from The Money Advice Trust has shown that local authorities referred debts to the bailiffs on 1.8m occasions in the last year. Birmingham Council called the bailiffs in most often - 82,329 times or to 17% of properties in the city. Westminster did so 56,222 times, equivalent to 36% of properties. "It is not economically or socially responsible for local authorities to continue to use bailiffs so frequently. Our experience through National Debtline shows us how bailiffs can deepen debt problems, rather than solve them," Joanna Elson OBE, chief executive of the Money Advice Trust, comments.
