Balkh Provincial Authorities and Private Sector appreciate PPAWPS BALKH: Balkh Provincial authorities and participants of Public Procurement Awareness Workshop for Private Sector (PPAWPS) highly appreciated the three-day workshop on introduction of Afghanistan Public Procurement Law (APPL), Procurement Policy Unit (PPU) functions, bidders rights and duties, procurement of goods, works and consultancy services, payment system and procurement management information system (PMIS) held for private sector, in which more than 70 representatives from the private companies and government officials participated. The workshop formally started on Monday 24th of November 2014 with the recitation of Holy Quran followed by the national anthem of Afghanistan and continued for three consecutive days. On the first day of workshop the Director for Finance and Administration Affairs, Balkh province Mr. Muhammad Asif Jahish welcomed Procurement Policy Unit (PPU) of Ministry of Finance (MoF) officials and thanked on arranging such kind of workshops in mentioned province for the promotion of transparency and efficiency in procurement proceedings. Director added every law and rules are establishing for the facilitation of people; similarly the Afghanistan Public Procurement Law (APPL) also originates to provide equal opportunity to all eligible companies in procurement proceedings. Moreover Mr. Jahish focused on the importance and objectives of Public Procurement Law and explained that procurement law stress on transparency, effective control of financial affairs, ensuring economy and providing tendering opportunities for participation to all eligible bidders in procurement proceedings. He also pointed out that the Balkh provincial government with the collaboration of PPU Ministry of Finance officials strongly aim at eliminating corruption through the implementation of public procurement law, and its rules of procedures, using standard bidding documents by having professional staff in procurement proceedings. Afterwards, the PPU Procurement Specialist’s Coordinator Dr. Homyun Fazil thanked Balkh provincial authorities and workshop attendants for their enthusiasm and participation. He also briefed participants about PPU functions, Afghanistan Public Procurement Law (APPL), procurement rules of procedure, bidder’s rights and responsibilities. At the end Homayun fazil answered to various questions of participants about APPL, procurement of goods, works and consultancy services. Similarly, the Balkh province Mustufiat representative Mr.Ahmad Feroz shared information in detail with PPAWPS participants regarding Finance Ministry payment system to the contractors. On the second day of workshop the Senior Procurement Policy Analyst Mr. Mohammad Karim Karimzadah had a session on procurement of goods and works. He briefed participants about bid opportunities, bid preparation and submission, bid opening and evaluation as well as contract awarding and etc. He also hinted toward bid announcement sources and maintained that public procurement proceedings carry out in ministries, independent and general departments, municipalities as well as in provincial government organizations. At the end of the presentation Mr. Karimzadah had the participants practice on how to fill out the Bidder’s Qualification Information Form which makes a key part of their bid proposal as they participate in the procurement proceedings. On the third day PPU officials shared information about procurement of consultancy services and procurement management information system (PMIS) website to participants. At the end of the workshop participants thanked Procurement Policy Unit of Ministry of Finance top management on organizing mentioned workshops in Balkh province for private sector organs. They also appreciated PPU activities and Officials all presentations regarding public procurement. Participants expressed desire it will be very advantageous; if PPU arrange such kind of workshops in every six months time here in Balkh province. They also demanded about the extension of workshop tenure. In conclusion of workshop participants vowed while promised of fully implementation of procurement law and rules of procedures in their procurement proceedings. It is worth mentioning that workshop such this was held for private sector on 4th of November, 2014 for private companies in Herat province and the same shall be conducted for the provinces of Kandahar and Nangarhar in the coming two weeks.
