Bataan launches search for outstanding person with disability By Jose Mari Garcia CITY OF BALANGA, Bataan, July 19 (PIA) -- Provincial Council on Disability Affairs launched today the Provincial Search for PWD-Friendly Municipality and Most Outstanding PWD Individual/Group/Organization at the Bataan People’s Center in line with the celebration of the National Disability Prevention and Rehabilitation Week. Provincial Social Welfare and Development Office head Marilyn Tigas said the search will not only boost the morale of persons with disability into integrating with the community but more importantly, to encourage local government units in supporting programs for the disabled. “We are looking which among the municipalities and city has the biggest heart for PWD. I know they all have their programs for the welfare of the disabled so it is time to recognize their hard work and dedication,” said Tigas. According to Rolando Cortez, president of the Samahan ng mga Taong may Kapansanan sa Bataan, there are many PWD in the province who have shown exemplary service and unique talents and they should be given citation. “Despite their given weaknesses, they have proven that they can do whatever a normal person can, even better,” said Cortez. Among them is Rommel Arellano, the Happiest Pinoy 2012 winner in a national search conducted by Cebuana Lhuillier last September. The 35 year-old polio-afflicted winner delivered a song number in today’s celebration. Hailing from Limay town, Arellano bested 10 finalists and 13,000 bets to claim the title of “Happiest Pinoy.” He lost the use of his legs at the age of one due to polio and hence lived with discrimination as he walked using his hands. “When I was in elementary, my mother used to carry me and she needed to get me into a cart to bring me to school. There were times when my father carried me. We would cross fields then I will be on my own,” said Arellano in a prior television interview. Today’s celebration engaged PWD in skills competitions that included floral arrangement, poster-making, logo making, wheelchair race, 20 meter walk for clubfoot, board games, and folk dance competition.
