Before I explain why I think Telangana will not be formed, it is very important that I talk briefly about Article 3 of the constitution. The constitutional provision under Article 3 was introduced with a sacred purpose to realize geographical and economic unification of India. But it has become a tool to satisfy regional aspirations of people and to achieve electoral gains which in turn is undermining the unity and the integrity of the nation. The supreme court of India has pointed out this problem in it’s landmark judgment, Dr Pradeep Jain Vs Union, AIR 1984 SC 1420, the court observed: ‘the question of national integration has assumed considerable significance in the present day context because we find that today the integrity of the nation is threatened by the divisive forces of regionalism and communal loyalties are gaining ascendancy to destroy national integrity. We tend to forget that India is one nation and we are all Indians first and Indians least’. The above observation of the supreme court is applicable with 100% accuracy to the current dire situation in Andhra Pradesh. Regionalism has taken over the nationalism. The way some of the pro-Telangana groups led the movement for separate Telangana with hidden facts created a wide rift between the people of Telugu race along the region lines and has become a threat to national integrity as more and more forces with regionalism will follow the same strategy. Without bridging the rift, Congress party added fuel to the fire by announcing the decision of everlasting consequence without any consideration to the sentiments of majority of the people living in the other two regions which wounded them badly. Based on the statements from the congress camp, it is becoming increasingly clear that they have still not realized the severity of the problem and hence still not willing to play the desired big bother role to bring all stake holder to the negotiating table and find an amicable solution based on facts and establish a clear criteria in favor of or against the bifurcation so that it can be used in all future new state demands. So, It is appearing increasingly likely that they will prepare the note on Telangana and send it to the President of India who will then ask the state assembly to vote on it as per the custom which in all likelihood be defeated. Strictly going by the democratic values, the President should not send it to parliament for voting until a consensus is achieved. But I don’t pin my hopes on this as we would not have been in this situation in the first place had democratic values been followed. So, as per Article 3 of the constitution, we believe that the President, indirectly the central government led by congress party, would take the unprecedented step of seeking the approval in the parliament directly. As you are all aware, there are many parties like CPI-M, Samajwadi & Trinamool Congress that would oppose the bill. In addition to them, a lot of regional parties would not like to hand over dictatorship like power to the central government which may come back and bite them in the future. So, in order to get the bill passed in the parliament in the current day coalition politics, the support of BJP is mandatory. Even though BJP supports Telangana, in all likelihood they would not want to be a party to the mess created by the Congress party. Moreover, as a party which is expected to do well in the next general elections, they would not like to inherit the problems created by the Congress party and alienate the majority of Andhra Pradesh forever. Hence, the bill will be defeated in the parliament and the Telangana state will not be formed until and unless the majority agrees. So, it is in the best interests of pro-Telangana groups to abandon their policy of threats and violence and instead work to reduce tensions and facilitate meaningful conversations between all stakeholders. If that does not happen, the formation of Telangana will halt until after the next general elections and who knows what would be the political dynamics after that. I wish Telugu people are not divided......!!!
