Before the Village of Brokaw was incorporated, there was a thriving paper mill along the Wisconsin River. The mill’s owners built the village a school and church in 1903 and sold residents homes in 1948. But the 2012 closing of Brokaw’s mill caused a one-year 34% drop in its tax base. Now, the 250 residents of the Marathon county village owe more than $4 million in TIF district and operating debt. In a WisconsinEye Newsmakers interview, Village Attorney Dean Dietrich discusses the possibility that Brokaw could be the first municipality to formally dissolve in Wisconsin history. Dietrich summarizes talks that are underway to avoid dissolution, however.
