Beginning Labor Day, television ads will air in three test markets: Sacramento, San Diego and Chico/Redding. Other markets will follow in October. The phased launch will allow Covered California to test the impact of ads and fine-tune customer service. The agency will spend $45 million for the initial push of paid media through March and another $35 million from April to December 2014. The funds come from a federal grant.
