Stacy Erwin Oakes (D-Saginaw) Horn and Oakes are fighting to replace term-limited Sen. Roger Kahn (R-Saginaw Township) in the new-look 32nd, which includes Saginaw County and a sliver of Genesee. Both candidates hail from the Saginaw County, and they’ve each represented parts of the region in the state Legislature. Horn was term limited in 2012, while Oakes is about to complete her second term. Oakes has raised more and spent more than Horn, thanks to about $185,000 in backing from the Senate Democratic Fund. But with one week to go before the election, the candidates had roughly the exact same amount of cash on hand.
