Suppose each vehicle has a bond of K50,000.00 paid when you register with Road Traffic Commission and one has committed a Road Traffic offence while driving the registered vehicle which requires a payment of K5,000.00 for instance non function break lights then the Traffic police will give you a receipt of K5,000.00 while they are assured that they will get the money from the K50,000.00 bond. Next time you commit another road offence then you are charged K10,000.00, the Traffic police will get their offence payment from the same bond which was initially K50,000.00.The bond will be decreasing as you commit more and more small road offences. Since the RTC is managing the bond, when time to renew C.O.F comes, you will be required to top up your bond to K50,000.00 and the process starts all over. This arrangement, I think, will minimize corruption because one will find it very difficult to release cash whilst he knows that he has a bond where he can withdraw to pay for the offence. Any ideas?
