Bismillah Hir Rahman Nir Raheem ( بسم الله الرحمن الرحيم ) THE DIFFERENCE BETWEEN THE SHURA PRINCIPLE AND DEMOCRACY : The Social Justice in the Muslim State is implemented by the Shura Principle and the complete separation of the Judicial Legislative and executive powers. The difference between the Shura Principle and Democracy as known in the secular west is that in democracy the people are Supreme Power and can legislate through their representatives. In the Shura Principle, Allah the Almighty is the Supreme Power, the people decide between themselves democratically within the limits of permissibility set by the Holy Quraan and the Sunnah. Legislation in the Muslim is fixed by the principles laid down in the Holy Quraan and the Sunnah, the power of the legislature is to apply these principles to practice day to day business of the State and society. The execution of the Justice in the Muslim State is above of the Head of the State and therefore is independent of him.
