Blanket prohibition or actions that affect human rights occur in communities as a result of squeezed financial means. When blanket prohibition or other such action occurs, its usually a sign that an overhaul of some system is needed; better, recourceful staff to serve the communities. All blanket prohibitions or actions are controversial; although, not all are deemed to be disproportionate. The main problem with these prohibitions and actions and why they are so controversial, is that they are not tailored to the individual, therefore the means for enforcing, especially disproportionate prohibitions mean that an authority or institution responsible for the upkeep of human rights has acted without sufficient means to overcome verbal dichotomy. Human rights, tailored to the individual has to be more fruitful than a whole system, tailored to an individual. But what is the difference, and where should governments draw the line?
