Both may be as much important but leaders do not want no jobs or economic growth either for design... though under ideal conditions people wont need employment to achieve their economic goals because every body could make a big of business with a little of brain.... but the problem to this last issue is the fact that only medium to big companies are available to take advantage of the actual system of things on this world.... so in the reality (real life) the people need employment but it will never be the target of our leaders because they ultimate goal is to have people controlled to not surpass the status quo... recovery is not the reason that the money is not going to get new and best jobs... every single crisis is designed and also is thoughtto to preced high grow... so there will be bad economic waves to destroy the economy of most of workers to steal they pockets in differents ways....
