Bouncing around in the empty cavity above my shoulders: Issues 1,2,3 / Solutions a,b,c / Misc Ideas: Please feel free to add constructive criticism, for / against or expand upon these thoughts: #1) SAFETY : The roads / throughways/parking areas get blocked around the peninsula creating traffic hazards and issues for LEO/EMS/FIRE , let alone local business, or resident to get where they need to go for their own interest or even safety. (Bridge Access Bumper to Bumper both ways, Soldotna Grid Lock, all after the Seward and Sterling Highways are bumper to bumper from Girdwood to Soldotna) a) Limited Permits classified by local / out of town for each day/weekend, based upon a safe capacity of people for the fishery: I.E. is 5000 a safe number? Online applications, Will you use the boat launch, or beach access, park for a few hours, camp out overnight, stay the weekend, Needs some resource information based from EMS and LEO data of what we can safely triage in event of mass casualty. The real deal is there’s only so much room for people in Kenai. b) Organized by Time slots for the date you are going to fish, your permit is good from date x to date z. (Can appeal for new dates if something prevents your trip) Meters the flood of mobs and hopefully reducing congestion (everyone still gets to fish, and businesses get there sales $$$ just during a certain time window) makes it better to plan, because Freds / Safeway / and Trustworthy etc will know, there will be X number of permitted dippers on these days (plus / minus friends etc) so we need stock for this amount of people. c) How you choose to fish is up to you, Guided trip, your own boat, or beach wading etc, but you will specify on the permit (to keep track of who needs boat launch access vs beach access) but not be fined if you decide to switch. #2) BEACH CONGESTION: a) All Highway Vehicular Access Entrances Gated: and Attended 24/7 b) Measure / Survey the beach areas, (maybe use the fence posts to tag certain “slips” to divide up equal parking/camping area) So 1 person doesn’t set 5 tents and hog up the space for their kids personal playground etc . Like Arctic Man – we could learn a lot from that venue. c) Limited permitting / time slots reduces this issue d) and inspection of spaces when you leave you must be signed off your permit by the staff (available from a cell phone?) when you hit the gate they see you are good to go, check your fish, etc good bye. e) Various Size Designated Paid by Day Parking / Camping areas off the beach, where they can all hang out with fire pits and sing koom-by-ah, hopefully private but either way (maybe the old Kenai Dump!) and the OLD School Busses running on schedule related to when the tides are good for fishing (from a contractor) to drive them to/from the beach they can take their coolers and etc without having to walk too far. An ATV trail to/from? #3) BEACH POLLUTION: a) NO Parking vehicles on the beach?! - This is a mechanism for thieves and greedy hogs to hide fish and other peoples stolen things as well as the source of oil/grease/antifreeze leaks b) Require 4x4 vehicle (or ATV) capable of safe beach travel (AWD Mini Van not acceptable reducing the tide swept vehicles) – people without adequate vehicle must walk get a ride, etc, etc. c) Keep a towing contractor / tractor on hand 24/7 d) Fish Cleaning stations? with waste holding capability (so heads/roe/etc waste can be recycled appropriately just like the cannery) Hey the state requires the cannery to do it SO HOW can they let this go? The maintenance capacity water / etc to handle the allotted permits for the day. e) Fish can be Headed / Gutted into bins that drain gurry into the water, but left with tail intact of one filet for “proof with clipped fins” until off location? Or until you are home? #4) ABUSE / OVERUSE: People taking more than bag limit, then returning over and over , sending fish outside etc. a) The time schedule based permitting needs a TAG / BAG system. 1 Idea, similar to the large game seals. The seals can be a special (one time use type tamper seal, like for evidence etc) plastic zip ty thru the gills/mouth of the fish head?. When you buy your permit, you purchase X number of seals. Those are for your fish, and those of your claimed dependents. If you get caught with fish without seals you are cited for excess game, and DONE for 5 years. Fined 100/fish etc Maybe the zip ty could be laced thru a hole in the tail section of two filets counted as one fish in each cooler, required to kept until consumed? b) The tag/seal system could be a Colored Ziplock Bag that may contain two filets in each one? c) People camping on the beach are looking really guilty to me. It takes how long to limit out? Nobody wants to leave fish get warm and rot, how long can you leave them on ice? Maybe one night tops. I personally like to get them processed ASAP in the freezer. These expense required “services” should be bid out to private contractors, via the typical sealed bid process. Most would only be needed on weekends. I do NOT want the City of Kenai Staff to grow unnecessarily, but obviously someone will need to manage the process, database, etc, some oversight is required to hire some man power. I heard somewhere the City of Kenai had some Excess budget cash and was getting raises / bonuses and etc. I also heard they are raking in GOBS of Cash from access/dropoff/parking fees, so this money needs to be reinvested for the future of the fishery, and not lining officials / politicians retirement accounts, or other abuses. I can imagine there are a lot of people whose small businesses are boosted greatly by this part of the fishery, and I believe that it can be managed properly, respected and the bounty of money treated like a business to be reinvested for future fishery improvements and research, etc. Some things are already in place as seen by the improvements from year to year. It is definitely better than a few years ago, and we can make it better than ever as a group with everyone’s collective inputs. Once again just bouncing ideas around, so add in, chime in, or sqawk like a cat in a barn door. Lets hear the solutions. Im sure I missed a lot of things and remember that even IF only 1 or 2 of these things get implemented thats like almost Double the regulations there is now!!
