Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) 2015 Peer Health Reform Education Efforts 12/12/2014 Capabilities Statements Due Date: Friday, January 23, 2015 Anticipated Award Amounts: $40,000 each for up to 8 organizations In September 2011, the Center for Social Innovation (C4) was contracted by the Substance Abuse and Mental Health Services Administration (SAMHSA) to operate the Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS), which promotes widespread adoption of recovery-oriented supports, services, and systems for people with substance use disorders, mental health conditions, and/or co-occurring disorders. To support BRSS TACS’s efforts to bring recovery-oriented policies, practices, and infrastructure developments to scale within the context of health reform, C4 is requesting capabilities statements from Peer-Run Organizations/Recovery Community Organizations (PRO/RCOs) to carry out health reform education efforts specific to PRO/RCOs and individuals with addiction and mental health needs. Subcontract Activities The BRSS TACS Peer Health Reform Education subcontracts will enable PRO/RCOs in states, the District of Columbia, territories, and tribal jurisdictions to carry out one of the following three types of activities: 1. Create and disseminate educational materials specific to PRO/RCOs on health reform initiated by the Patient Protection and Affordable Care Act (ACA) of 2010. 2. Document, gather and circulate information on outreach, eligibility determination, and enrollment strategies to assist individual with behavioral health conditions navigate the state health insurance marketplaces or expanded Medicaid programs. 3. Document, gather and circulate information on strategies to assist individuals with behavioral health conditions maintain coverage and access care using the coverage obtained either through the health insurance marketplaces or Medicaid programs.
