The insertion of a single change to environmental legislation in the 2005 budget bill so enraged Stephen Harper as leader of the opposition that he threatened to bring down the government. Confronted by a mere 20 page bill, he said “Mr. Speaker, I would argue that the subject matter of the bill is so diverse that a single vote on the content would put members in conflict with their own principles.
