Bureaucracy reform road map launched in Aceh province BANDA ACEH - July 2nd 2013 - The United Nations Development Programme (UNDP) and the Government of Indonesia on Tuesday launched a road map of bureaucracy reform (2013-2017) for the province of Aceh. The province of Aceh became the third in the country, after Gorontalo and Bangka Belitung, to formulate such road map. UNDP Indonesia Country Director, Beate Trankmaan said the launching of the bureaucracy reform road map marks a new chapter in Aceh’s development, having successfully completed the reconstruction efforts from the 2004 tsunami. “It is a big step that shows the government of Indonesia and the provincial government of Aceh are committed to address various governance issue,” Trankmann said in her speech. “This is a big agenda, one that may need new policies, new laws and new programmes for its effective enforcement. The Government of Aceh must be ready to tackle these challenges head-on.” Trankmann added The Government of Indonesia has been taking positive steps to strengthen its bureaucracy since 2010 with the issuance of a Presidential Decree number 81/ 2010 which contains detailed strategic plans on bureaucracy reform for the period of 2010- 2025. The plan is also supported by a ministerial decree issued by the Ministry of Administrative and Bureaucracy Reform number 20/2010 on National Bureaucracy Reform 2010-2014. The Aceh road map of bureaucracy reform contains detailed plans to improve the quality of public service in the province, which is considered a key to building an effective democratic governance system that offers sustaining solutions to combat poverty and inequality The road map has ten primary programs expected to be in place by this year. Three of them are digitalisation of Government Performance Accountability Report/Letter of Attorney Budget Executor (LAKIP SKPA) document on Aceh Government’s website; the development of e-government supporting application; and the development of integrated health service. The road map was formulated by a team appointed by the Aceh Governor in the early of 2012, under the technical guidance of the UNDP and National Development Planning Board (Bappenas) through the Provincial Governance Strengthening Program (PGSP) Meanwhile, PGSP Project Manager, Mellyana Frederika said Aceh was chosen because the province has a strong commitment to increase the capacity of its government to service the citizens. “Bureaucracy reform has been cited as one of Aceh priority program in development as written in Aceh midterm development planning (RPJMA) 2012-2017,” Mellyana said. “The objective of Aceh government’s bureaucracy reform is to have a responsible, clean, good and useful government. Thus, reforming Aceh’s bureaucracy is a starting point to accelerate Aceh development and making the process more inclusive.” she added. She said the next province to have bureaucracy roadmaps this year will be Nusa Tenggara Timur, adding other provinces in the country are expected to follow the steps. Earlier this year Gorontalo and Bangka Belitung consecutively launched the first and the second bureaucracy roadmaps in the country. The roadmaps provided the local officials with a guidance on bureaucratic development and specific goals for the next five years.
