But how do you reliably measure progress in a population whose needs are WILDLY variable and disparate? Who determines when academics are a priority? Ugh, I just see kids being taught to pass an assessment, and not taught actual functional skills that they need to succeed in daily life. I dont care if a kid knows his ABCs or numbers if he or she doesnt have a functional communication system.
