Butuan Jail inmate involved in fight over pail of water dies BUTUAN CITY- The Butuan City jail inmate who got engaged in a fight with fellow inmate over argument of no water inside the jail facility passed away early dawn January 23, 2015 while in confinement at the Butuan City Medical Center. Butuan Medical Center medical personnel declared former policeman Ericson Camacho dead due severe head injuries at around 4 a.m. January 23 morning. He is son of late former Police General Bonifacio Camacho whose exploits while still a lawman includes the arrest of Kumander Balweg, a rebel priest who heads then the Cordillera People’s Liberation Army or CPLA. Camacho’s mother is high school teacher of Agusan National High School (ANHS) Last January 22, 2015 evening at about 7 p.m. Camacho and his fellow inmate Ever Monterde engaged in heated argument over a pail of water due poor if not at times no water supply at the Butuan City Jail compound. The heated argument turned into a fist fight, it is then that the two used wooden blunt objects which hit the head of Camacho who was then brought for treatment to Butuan Medical Center which is about eight kilometers away more or less. Monterde also sustained bruises and wounds. According to City Jail Warden Atty. Romeo Baltar the fight between Camacho and Monterde because only of water could have caused a free for all fight or jail riot if not averted by jail guards. But relatives of Camacho are now calling for an investigation at the Butuan City Jail Management over alleged delay pacify of the jail guards over the fight that gives opportunity and time of Monterde to acquire a hard wood blunt object that hit helpless Camacho in the head. For his part Butuan City Jail Warden Atty. Romeo Baltar said impartial and independent investigation is on-going. On the water supply crisis the city jail is experiencing, Baltar claimed City Jail get its water supply from Butuan City Water District (BCWD) and like the rest if not 50% of the area of Butuan City, the city jail facility also was affected of poor water supply at times no water supply at all prompting them to avail water rationing of few available water tankers of the Butuan City Government. BCWD in their press statement blamed Typhoon Seniang as the culprit in the destruction of its infiltration gallery causing water rationing in almost all high lying areas of the city affecting nearly half of the population of the city which is about 200,000 residents. But Butuan City Councilors Ryan Anthony Culima, Ferdinand Nalcot both administration city councilors under LP and opposition Butuan City Councilor Engr. Sergio Pascual claimed the water crisis in Butuan City has long been a problem among city residents and consumers for years now and the destruction brought by typhoon Seniang to BCWD infiltration gallery further aggravated and worsened the water crisis problem of Butuan City. Pascual is set to file mandamus case before Supreme Court against BCWD while Culima and Nalcot blamed BCWD for failure to act swiftly and decisively. The City Council passed two resolutions in their last week regularly session ordering BCWD and its Board of Directors to attend this January 27, 2015 session for BCWD officials to render reports to the City Council about the worsening water crisis of Butuan. The Butuan City Council also wanted to know what happened now to the recently passed City Council Ordinance No. 697 series of 2014 urging BCWD to dispense the minimum charge and imposed service charge on actual water use or consumption only.
