By most estimates,there are more than 80 homeless women veterans in Brevard County, yet space remains available for some of them in at least one transitional shelter since it opened more than two years ago. Operation Center Focus, a transitional apartment complex for homeless women veterans nestled in a quiet wooded area off rural Grissom Parkway north of Cocoa, remains underused since it opened two years ago. Built to serve up to 28 women at a time, the complex is at about 60 percent capacity, said Philip Toal, senior vice president for residential services for the Center for Drug Free Living, which operates he complex.
