SALARY RANGE: $38,106.80 - $44,248.85 BUSINESS SERVICES ADVOCATE, a.k.a. "BUSINESS CONCIERGE" Job Category: Administrative Job Code No.: FIN-10 Department: Administration and Finance Pay Grade: A16 Division: Finance NATURE OF WORK This is a highly responsible administrative position with responsibility for acting as a liaison between businesses and City departments through the planning, zoning, permitting, license and taxation process. Work is performed under the direction of the Director of Finance. ESSENTIAL DUTIES AND RESPONSIBILITIES Identifies, selects, develops, manages and services business relationships within the City of Huntington. Educates new business owners and developers about all aspects of the permitting and licensing process. Collaborates with all aspects of the permitting and licensing team, coordinating large projects as a primary point of contact between the business owner/developer and the permitting and licensing staff. Organizes and streamlines processes related to permitting, business licensing and registration with collaboration from the respective department. Creates and administers customer service protocols for Finance Division. Answers correspondence and meets with businesses, potential business owners and developers interested in conducting business within the City of Huntington. Researches and creates sustainable development practices to incentivize quality development in the City of Huntington in line with the administrative goals and the Comprehensive Plan. Encourages business development standards that meet the requirements of the City and encourages innovation in business development. Interprets and applies federal, state, county, and municipal policies, laws and regulations. Prepares and presents reports, recommendations and studies to city staff, city council at public hearings and meetings, and to private agencies and groups. Promotes courtesy and professionalism throughout the City of Huntington. Other duties as assigned. MINIMUM QUALIFICATIONS Graduation from a four-year college or university with course work in appropriate fields of business administration, finance, accounting, and/or public administration; minimum of five (5) years of experience in accounting, auditing, customer service or related field; or any equivalent combination of education and experience. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES Demonstrated general understanding of City of Huntington ordinances, policies and procedures related to all aspects of business development, including planning, zoning, permitting, licensing, fees and taxes. Considerable knowledge of principles and practices of modern public or business administration. Information retrieval and research skills. Ability to plan, organize and direct work of others. Ability to develop and implement administrative procedures and operations related to programs and to evaluate their efficiency and effectiveness. Ability to attend public hearings and meetings after normal business hours. Ability to exercise judgment and direction in applying and interpreting City policies and procedures. Ability to express ideas clearly and concisely, both verbally and in writing. Ability to establish and maintain effective working relationships with City officials, employees and the general public. Ability to handle confidential information and matters in a discreet and professional manner. SPECIAL REQUIREMENTS Valid driver’s license from state in which employee resides. TOOLS AND EQUIPMENT USED Motor vehicle, telephone, computer, calculator, copy machine and fax machine.
