COMMUNIQUE ISSUED AT THE END OF A 3 – DAY FIRST KWARA STATE SPORTS SUMMIT HELD AT THE STATE BANQUETTE HALL ILORIN ON 23RD - 25TH SEPTEMBER, 2014. 1- PARTICIPANTS expressed appreciation to the Governor Alh. Abdulfatah Ahmed, the government and good people of kwara state for taking the bold initiative of organizing the summit, which is the first in the history of the state. 2- THE SUMMIT identified undue bureaucratic bottlenecks as one of the major factors hindering smooth Administration of sports in the state and therefore advocated for the establishment of KWARA STATE SPORTS COMMISSION in place of the present day Ministry of Sports and youths development. 3- PARTICIPANTS urged the Government and Organizations in the state to work towards breaking the Cultural,Religious and Social barriers that hinders Women participation in Sports and imbibe a gender friendly atmosphere in line with the 35% affirmative action on women appointments into Sporting positions. 4- THE SUMMIT urged the government and Organizations to institute a strong Athletes welfare Reward System such as life assurance policy, Scholarship, Training and Re-Training packages,Appointments,employments, Housing and Cash incentives for athletes and officials who excel and won Laurels for the state. 5- THE SUMMIT identified the dire need for improved Sports infrastructure at the centre and Local government levels (including development centres) to encourage young talents and attract hosting of championships and State wide competition as well as investment opportunities. 6- PARTICIPANTS charged the Kwara state government to draw an articulated plan of action aimed at revitalizing school sports programme and also ensure that all public and private Schools provide minimum sports infrastructure in their schools and include sports in their academic programme. 7- THE SUMMIT praised the state Government efforts at establishing the Kwara Football Academy (KFA) and urged the government to strengthen it as well as establish academies in other sports that kwara state have comparative advantages. 8- PARTICIPANTS advocated for a Legislative support to enact a law seeking to create a Sports Trust Fund which shall compel Firms to remit certain percentages of companies tax for sports development. 9- THE SUMMIT called for collaboration in form of Public Private Partnership (PPP) to enable joint partnership with private individuals and organizations to join hands with government to develop sports. 10- PARTICIPANTS identified poor or lack of implementation of past recommendations as the bane on sports development and growth and therefore charged the kwara state government to develop a strong political will by identifying past and present sports personalities from the state and appointing qualified people that will have direct access to the governor to manage sports. 11- THE SUMMIT noted that sports remain a positive tool as a unifying factor as well as for recreation and physical health benefits. However there is the need for a change of the mindset of the Government and organizations as well as the Administrators to see sports as a big business opportunity capable of enhancing the Economic furtune of the state and the Athletes hence it helps in diverting the energy of our youths to productive ventures. 12- Finally The SUMMIT believed strongly that a well established and well funded SPORTS COMMISSION would see to a well funded sports sector in the state with more functional structure and personnel to drive sports in Kwara state and as such make KWARA SPORTS a big BRAND that will attract private sector investment to enhance its growth and development.
