CONSENSUS DECISION MAKING A group decision making process that seeks the consent of all participants. (wikipedia) 2001 Master Plan -- Consensus was reached by a 26-member stakeholders task force including citizen representation of 13 user groups. Proposed Master Plan Update -- Groups involved in reaching consensus for the development plan are Dakota County Staff and Commissioners. No citizen based user group is included in the decision-making process to reach consensus. MEANINGFUL CITIZEN INVOLVEMENT REQUIRES MORE THAN ONE GROUP REACHING CONSENSUS. At the February 11 Board meeting, the County Commissioners will provide direction for the process going forward. Our message to Staff and Commissioners -- On February 11, amend the process to include direct representation of a citizen based user-group in creating the plan prior to adoption.
