CONSUMER ALERT ON DIGITAL MIGRATION ! CHECK OUT THE AUGUST 2014 DEALERS BULLETIN ................................................................................................. What digital migration is and how it will affect Dealers? Introduction The Zambia Information and Communications Technology Authority (ZICTA) registers dealers in electronic communications equipment in Zambia in accordance with the ICT act No. 15 of 2009. The bulletin has been designed as a knowledge kit for dealers and the general public to keep abreast with this regulation. It highlights newly registered dealers in the previous month and also gives a link to a comprehensive list of dealers with valid authorization certificates. Further, being one of dealers’ obligations, it gives tips on the type approval process. DIGITAL MIGRATION Digital Terrestrial TV (DTT) refers to a change in the manner the terrestrial (over land as oppose to satellite) TV signal is produced, broadcast and received. With analogue TV, signals are analogue in nature while with digital TV, signals are digital. To broadcast a DTT signal, DTT digital transmission infrastructure is needed – mainly transmitters. To receive and display a DTT signal, it is necessary that a viewer has the right reception equipment either: a digital TV set or a standard analogue TV set with a converter called a Set Top Box, (STB). The scope of DTT migration is limited to TV and does not cover radio broadcasting. Some benefits of the DTT are: ◦ Address the rising demand for and sustaining terrestrial TV broadcasting; with DTT up to 8 TV programmes can be carried on a single frequency. Thus a broadcasting area with 8 frequencies can have 64 TV programmes instead of just 8 on analogue platform (8 times more). ◦ Free-up some spectrum for use by the broadband wireless access services especially for rural and universal access and services – commonly known as DIGITAL DIVIDEND. ◦ Superior quality (just like DSTV) with value added services such as teletext, online programming guides, Video On demand, online shopping, etc ◦ Diverse and enhanced services, ◦ Platform for supporting internet services, E-Commerce and E-Governance. Digital TV Migration and Dealers The Digital Migration Policy requires that dealers in STBs are licensed by the regulator. This licence is different to the dealers certificate of authorization currently being issued by ZICTA. Digital TV Migration and Type Approval The Authority under the new legal framework will require that mandatory type approval for STBs and integrated Digital TVs (iDTV) is done. The authority in collaboration with the Zambia Bureau of Standards (ZABS) and other stakeholders have already formulated standards for the Digital TV transmission and reception and have come up with minimum standards for the STB and iDTV. The standards will be among the tools that will be used to approve STBs and iDTVs. Certified STB Dealers will among other requirements ensure that: (a) All STB and iDTVs models are Type Approved. (b) STBs and iDTVs are available throughout the country at a competitive price. (c) STBs are accessible to the underprivileged. (d) Promote awareness on the use of STBs, iDTVs and digital broadcasting facilities in general.
