COUNTRY: SOUTH AFRICA EMPLOYER: BARCLAYS POSITION: Chief Operating Officer Job Description Chief Operating Officer - 00130797 Primary Location:ZA-GT-Johannesburg Job Type:Permanent/Regular Posting Range:2 Dec 2013 - 9 Dec 2013 Description Job Purpose The WIM COO is the Accountable Executive for the effective front to back running of the WIM BU within SA (onshore) and Africa and other territories (offshore) as applicable and manages both its operations and change initiatives to ensure operational efficiency and the continuous improvement of service delivery. Responsibilities include business planning, change management, stakeholder management, overseeing technology, operations risk management, compliance, legal, business optimisation, project management and business performance. The COO will manage SLA and Delivery and feedback to the Function head. This includes the process as well as the fulfilment of all related Service Level agreements (SLA) and Operational Level agreements. Develop the infrastructure strategy, scoping and planning current infrastructure. The role holder will also be personally accountable for non-revenue producers across Barclays Africa Group Limited and ultimately accountable for the provision of sales service/support within global legal/regulatory frameworks in respective locations. Key to this role is to work within a complex matrix management structure and be responsible for infrastructure and shared services components. Accountability: Business Leadership and Operations Management · Be an active and accountable member of the WIM BU Leadership team. · Participate in the ongoing determination WIM BU strategic direction and play a proactive role in the identification of opportunities to improve business performance. · Provide high quality support to the Managing Executive of the WIM BU and as required, interact with different business units and attend various forums on his/her behalf. · Drive the implementation of selected components of the WIM BU strategy. · Manage the design and maintenance of effective and efficient operational activities and provide advice and guidance on related projects and initiatives. · Provide strategic direction and oversight to the operational support areas including, Technology, Legal and Compliance, Business Optimisation and Risk Management. · Provide ongoing advice and direction to the operational environment in terms of procedures, policies, legislative and regulatory operations whilst maintaining the appropriate commercial and regulatory balance. · Management and control for the business - “front to back” with disciplined service management, · Assist in supporting asset, revenue and overall performance objectives for the region (In conjunction with the WIM BU Head and relevant market managers). · Accountable for the non-revenue platform management for the WIM BU as a whole (Via direct or matrix management). · Set direction and strategy for front to back infrastructure service provision to WIM BU cross multiple locations. · Drive IT and strategic investments conversations. · Plan the resource requirements for the WIM BU operational activities including people, capex, operating expenses, systems requirements and the development of the related business planning outputs, mainly being the Medium Term Plan (MTP) and the Short Term Plan (STP). · Agree operational targets and take accountability for the overall achievement of performance objectives in terms of employee satisfaction, customer experience, cost performance, operations risk management, compliance and governance requirements. · Actively work to integrate the internal supply chain for all back office and support functions in the WIM BU. · Work with the operational support areas to improve service delivery for the WIM BU, ensuring optimal utilisation of shared services. · Monitor relevant financial and operational plans at an executive committee level · Ensure the implementation of a robust service level management process including the formalised contracting of internal and external service level agreements, regular service reviews and remedial actions for poor service delivery. · Sign off relevant WIM BU capital expenditure within given mandate. · Cost Management, focus on the Overall IPB cost metrics (RP v’s NRP; CIR, T&E), managing on a monthly basis. · Provide oversight for the provision of service through internal support functions. · Overall responsibility and oversight for cross border operations management across the location/market. Accountability: Change Management · Drive the process of change in the WIM BU and ensure overall change initiatives are appropriately managed. · Implement approved projects and work closely with Group Change to create alignment. · Ensure that benefits realisation is appropriately recorded and reported. · Find ways to get maximum benefit from scarce resources taking into consideration time, cost, quality and efficiency. · Ensure the necessary attention is given to problematic projects and manage escalated issues impacting project deliverables. Review risks, issues and mitigating actions that have been put in place. · Ensure transition of projects to business as usual with a focus on continued delivery post closure of a project. · Oversee the process engineering / process improvement and business architecture development (including systems architecture) for all products, processes and systems that are unique to the WIM BU. · Review the Group Risk Change Portfolio on a monthly basis and communicate relevant information to group and the AFS Executive Committee. Accountability: Team Leadership and People Management · Drive the locational performance management, ensuring performance objectives for each team member, and carry out regular monthly reviews with covering activities, asset accumulation, revenue production and other objectives as required. · Develop excellent staff relationships within own team and wider team to ensure the achievement of the WIM BU vision and business goals. · Provide leadership and oversight to the WIM BU operational team and the operational support areas. · Together with the Head of HR, support the development and implementation of an appropriate people management strategy for the area with a focus on resourcing, recruitment, socialisation, training and development, performance management and retention. Ensure the communication of this strategy across the relevant management levels. · Contribute to the establishment of an appropriate working climate and related workplace elements as measured by the annual Employee Survey (EOS). · Participate in the review of workforce and recruitment demand plans as developed by line managers to determine feasibility, alignment to business plans (MTP and/or STP) and for general quality. · Lead the decision-making within the WIM BU executive committee around all major workforce alternatives · Contribute to the socialisation process for the WIM BU and participate in the review of training needs analysis conducted by managers. Manage the allocation and utilisation of related resources. · Manage and develop performance through the ongoing implementation of the performance development process · Ensure and maintain a succession plan for the key roles and review/approve succession plans in the operating environment. · Participate in coaching and mentoring activities, particularly for candidates in the graduate programme and for identified talent development within the business. · Actively manage the workplace environmental elements and their impact on staff motivation, retention as well as health and safety. Accountability: Business Risk Management · Together with the Head of Business Risk, review the risk profile of WIM BU and the related risk appetite for the area. Obtain input and advice on how the control environment can contribute to improved productivity, cost efficiencies and business success through application of the risk and reward matrix approach. · Monitor all business risk activities (including business assurance and operational risk management) within the operating environment through obtaining feedback and providing guidance for tactical plans to ensure compliance to Group standards. · Provide guidance and ensure alignment between Management Assurance (MA), Operations Risk, Compliance and Legal. · Evaluate deteriorating risk metrics on an ongoing basis in order to assist in corrective action. · Review open and overdue audit and management assurance action items and agree with the respective business unit head to take ownership for closure and issue assurance for selected findings. · Maintain core accountability for running an “Audit Ready” platform, at all times · Actively review the Detailed Risk and Control Assessments (DRACAs) that have been created for the business unit. · Focus on identifying functional gaps, short comings and the constructively engage with COO & Infrastructure partners to address them. · In the event of a major crisis, act as a crisis coordinator and allocate tasks to crisis teams. Conduct post mortem exercises and debriefing sessions to ensure transfer of knowledge and experience within the business and assist in the prevention of recurrence. Participate in the periodic evaluation of operational and principle risks within the WIM BU. · Demonstrate leadership and ownership for maintaining the highest possible standards of risk management, compliance and governance within your team by ensuring individuals engage and operate in accordance with: - Regulatory requirements in relevant local jurisdictions. - Barclays Africa Group Limited policies, procedures and principles of governance. - Barclays Wealth and Investment Management Training & Competency framework our “right to sell”. · Ensure adherence to the Client Advisory Framework (CAF), ensuring this becomes accepted and part of the organisations daily business activities and part of their DNA. · Accountable executive for appropriate processes and controls management for respective jurisdictions, including completion of mandatory training. Accountability: Stakeholder Management · As required, actively promote the collaborative engagement of internal and external stakeholders of the WIM BU including suppliers, clients, call centres, service providers, business partners and other BAGL entities. · Be a proactive member of the Chief Operating Officer community within BAGL. Represent the WIM BU on various internal and external forums. Education and Experience Required · NQF Level 6: B Degree. Qualifications Required (Essential): · B Degree in Commerce, Business Administration or Finance. Qualifications Required (Preferred): · MBA or similar post-graduate qualifications. Experience Required: Essential: · Broad cross functional experience in operations, finance and project management and an ability to operate successfully within a matrix-managed organisation and a shared services environment. · 10 years post qualification experience in a large organisation. · 8 years’ experience at senior management level. · Proven track record in delivery of cost effective and top quality client services. · A proven track record of successfully managing multi regional/jurisdictional business’s, sound knowledge of banking infrastructure and ideally experience of managing a COO function. · Expertise in strategy, planning and development. · Ability to maintain a network of contacts both outside and across the organisation. · In-depth knowledge, technical understanding and experience of working with the WIM BU. · Experience of instigating change without alienating people, adopting an “evolutionary rather than revolutionary” management style. · Versatility and a willingness to deal with all manner of things that are required to run the business, as well as a genuine enthusiasm for management and a tenacious approach.
