CPS teachers, principals and parents...help me understand this - TopicsExpress

CPS teachers, principals and parents...help me understand this ISAT kerfluffle. Im watching Chicago Tonight and a teacher said students who didnt want to take the test were taken to a different location and received classroom instruction. Im not sure how long the test takes but there had to be lost classroom time in handing out the test only to have the student opt out and then go to a different location. Doesnt this take away from classroom time? But the biggest source of my confusion is about the funding. As I understand it, if enough students opt of the tests, CPS could lose federal funding. With so many schools saying they already dont get enough funding, how is jeopardizing additional funding a good thing? Surprisingly, I dont have an opinion about this; Im just trying to understand the tactics and desired outcome, whatever that may be.
