(CPV) - The Japan International Cooperation Agency (JICA) had assisted the formulation of Vietnam’s first ever Provincial REDD+ Action Plan (PRAP) which was approved by the Dien Bien provincial People’s Committee (PPC)’s Decision No. 379/QD-UBND on May 26, 2014. The official announcement of this milestone PRAP was done at a workshop on July 30 in Dien Bien Phu city with the participation of 107 nationals down to commune level agencies including the Vietnam Administration of Forestry (VNFOREST). Vietnam is among countries which are considered most vulnerable to climate change. Greenhouse gas emissions from land-use, land-use change, and forestry (LULUCF) have been showing a dynamic trend and will continue to have significant impacts on global warming. Deforestation and forest degradation are among the main sources of emissions from LULUCF while the reforestation programs in the past decades have contributed tremendously to increasing the carbon sequestration in forests. In response to the issue of the forestry sector, Prime Minister Nguyen Tan Dung issued the National REDD+ Action Program (NRAP) through Decision No. 799/QD-TTg dated June 27, 2012. The NRAP stipulates, among others, that the REDD+ action plan shall be formulated and pilot-implemented at provincial level in the period between 2011 and 2015. The issuance of the PRAP in Dien Bien province was based on this requirement under the NRAP and has been the pioneer achievement in the nation. JICA has been providing its technical assistance in REDD+ in Vietnam since 2009. In the 2009-2012 period, JICA supported the feasibility study on REDD+ potential in Vietnam as well as refinement of the national forest inventory (NFI) data and pilot development of forest reference emission levels and reference levels (FRELs/FRLs). The Japanese side continued assisting the formulation of the PRAP for Dien Bien province in 2012-2013. Since February 2013, it has incorporated technical assistance in the pilot implementation of the PRAP in the province through its field implementation project “Sustainable Forest Management in the Northwest Watershed Area (SUSFORM-NOW). In the upcoming time, JICA will continue supports Dien Bien province in its field implementation of REDD+ activities in two pilot communes of Muong Phang in Dien Bien district and Muong Muon in Muong Cha district, institutional and capacity strengthening for PRAP implementation, and further development of policy and technical guideline documents. Moreover, experiences accumulated in Dien Bien province are expected to share with other provinces/cities which are in the process of preparing their PRAPs./.
