CREATIVITY IN GARBAGE DISPOSAL SO not only the P1.5 billion debt incurred in a span of six years during the reign of defeated Muntinlupa Mayor Aldrin San Pedro are the problems hounding Muntinlupa City Mayor Jaime Fresnedi, but also the hauling of garbage in the city. Although Fresnedi is considered as one the most seasoned politicians in Muntinlupa, still he could feel the pressure of finding a way to address the financial problem the city is currently facing. In his inaugural speech, Fresnedi showed a PowerPoint presentation to thousands of supporters and employees of the city and there he explained point by point the cause of the financial woes of his beloved city after six years of San Pedro in office. Now, Fresnedi and the city council are working double time to address so many concerns so as not to derail the delivery of basic services for their constituents. As if rubbing salt to a gaping wound, the city is also encountering garbage hauling problem due to the violations committed by the garbage contractor. While the problem is being fixed, Fresnedi encouraged Muntinlupeños to be “creative” in disposing garbage properly, at least as a temporary solution, in view of the city’s current problem with garbage collection apparently caused by the present contractor. “We encourage everyone to recycle, to be creative, by turning non-biodegradables into useful items and using biodegradable materials as plant fertilizer,” Fresnedi said. “We need to help each other for the moment to avoid the dangers posed by uncollected garbage.” The mayor explained that the current garbage contractor, Expedition Construction Corporation, has apparently committed significant violations of the terms of the original contract. Out of 25 trucks stipulated in the contract, Expedition apparently deploys only about 12 trucks to collect garbage. Not only this, Expedition has turned the city-owned motorpool in Pacwood Industrial Compound, Tunasan, into a garbage collection point, which seems to run against current environmental and zoning laws of the City. Fresnedi has ordered the contractor to clean up the motorpool within three weeks. On the other hand, the City Government is also paying off unpaid bills of more than Php106 million to Expedition, dating back to October 2012, that have accumulated under the previous administration. Fresnedi is also trying to determine where the money meant to pay the contractor has gone, resulting in such a massive amount of unpaid balances. Well, the city has no recourse but to entertain the possibility of taking administrative action against Expedition as well as the people who have seemingly mismanaged the funds meant to ensure the continuous collection of garbage in the City. In the meantime, Fresnedi urges everyone to dispose trash wisely. “Recycle and recover useful materials while using decaying waste as compost. Do not throw your garbage into rivers and waterways, or you will only contribute to flooding. Let us help each other, minimizing waste and disposing garbage properly, so we can eliminate the health and safety hazards,” he said.
