CRIMINALS IN THE CONSTITUTIONAL BODIES. Criminals being members, State Legislatures and the Parliament is no longer a news now. Such people are being appointed in the constitutional bodies in the administrative set up now. The latest example is the appointment of Harinder Pal Singh as Member, Haryana Public Service Commission(HPSC). A court has sentenced him to seven years imprisonment in an attempt-to-murder case. At the time of his appointment he had been imprisoned in cases already registered against him.Many in the government questioned the proposal to appoint such a shady character to a constitutional body but all this was ignored by the Chief Minister. Public Service Commission for the Union and a Public Service Commission for for each state were constituted under Article 315 of the Indian Constitution. Framers of our Constitution did not lay down any academic qualification for appointment to this body as experts are associated at the time of recruitment to assess a candidate. All that was needed was high integrity and sound moral fiber. My experience as Member and Chairman, HPSC more than three decades ago reveal that there is a steep decline in the recruiting agencies in the state now. It is a general perception that now every post carries a price tag. The state government attaches more importance to low level expediency and petty political considerations than moral values and constitutional propriety.
