*** CRITICALLY URGENT *** in Belmont County (St. Clairsville, OH) For those outside of Ohio, this is no shelter ... it is a hell hole that is under investigation by the Ohio SPCA due to the deplorable conditions, overly high kill rate, misinformation by the workers about conditions & care of dogs, as well as neglect. (Dogs are chained and kept outside, regardless of the weather conditions. Many never make it publicly for adoption & are killed, as the pound volunteers deem them, falsely, as un-adoptable. And BCARL does NOT like to work with rescues). Please share these doggies and all other pooches at BCARL ... they DESPERATELY need us to be their voice!
